The offshore quake, which struck at a shallow depth of 5 kilometers off Cebu province, left 559 people injured, the council said in its latest briefing.
More than 189,000 families — roughly 666,000 residents — have been impacted, as the tremor devastated homes, businesses, and critical infrastructure across the region.
Ongoing aftershocks are adding to public fear. According to the Philippine Institute of Volcanology and Seismology, continued seismic activity has forced many residents to sleep in roadside shelters and makeshift tents in open areas.
